Changes a skill: send only the files you add or change, and list paths to remove. Starts from the waiting draft if there is one, else the approved version. The change is a draft: agents keep the approved version until the person approves the draft on the web.

Returns
The draft's version number and whether it can run code, or the checks it failed. A call returns content[0].text with the JSON result and structuredContent.result with the same value.
